State Advisory Council for Special Education (SACSE)
2003-2004

Mandated by IDEA 1997 and state law, each state must have an advisory council comprised of educational officials and parents. A majority of the list must be parents. The purpose of the council is to assist the Superintendent in shaping special education policies assuring effective delivery of services to special education students. This is a new body, expanded in number and scope from previous advisory councils. Its members are appointed by the Superintendent, serve a maximum of two terms, and serve in rotating one, two, and three year terms during the first triennium since its founding. Each year since 1998, individuals have been appointed for either a one, two or three year initial term, assuring an annual rotation of membership in the future.

OPU is publicizing this list as a public service to all parents with children who have special needs. The state roster does not include detailed contact information for its members, yet parents in the State of Oregon are expected to play an active part in providing information this council and its members. OPU encourages parents to contact individual advisory council members whose interests or location are convenient to them, and to raise issues that then can be addressed in the quarterly, annual, and committee meetings of the council.

In the past, public presence at the regular meetings of this council has been dismal. By providing this contact information, OPU hopes that parents will now have a "handle" and a name and face they can attach to their concerns in seeking persons of influence in the state special education system. There is a calendar of events and the dates and locations of regular meetings can be secured by calling the state employees whose names appear at the top of the list. Some calendared information appears on the web site below.
