MEDICAL
RESOURCES
This list is
divided into two categories. The first contains the names of medical doctors
whose names frequently appear in parents' correspondence and are known to
provide unquestioned diagnoses from which a second opinion is rarely sought. The
second list is comprised of practitioners reported as excellent doctors by only
one or a small number of parents. The distinction between the lists is based
solely on the number of patients seen and either diagnosed or medically treated.
Editorial comments following specialty are provided as information only by
individual parents.

Several OT's on staff as well as PT's and SLP's. Good equipment; expensive
unless insurance covers. Laura Duffy, OT, and Meredith Atkins, SLP, are both
good practitioner contacts. While Duffy does much SI, work, it is unknown
whether she is SII certified. Initial evaluation can be conducted by a team
consisting of Susan Browder, MPH/OTR, and Nancy Sinden, MS/CCC-SLP who write
detailed, useful reports.
OHSU-CDRC
OHSU-CDRC is one of many
specialized clinics attached to Oregon's only medical school. Schools list this
clinic as one of several resources when parents request an independent
evaluation of their child. As a tax-supported institution, CDRC staff can and do
appear as expert witnesses, at-table consultants for parents at Evaluation and
IEP Team meetings. The clinic is composed of a primary MD diagnostician, and a
team consisting of Social Workers, Speech-Language pathologists, Occupational
Therapists, a Special Educational Consultant, and others. Its diagnostic process
is considered to be very thorough, and its staff members may be available as
consultants to parents in planning aspects of their child's IFSP's and IEP's.
Some of the staff are interns, supervised by permanent staff. The diagnostic and
evaluation process takes a full day. The waiting list can vary from three to six
months.

CHILDREN'S PROGRAM - A PRIVATE DIAGNOSTIC CLINIC
This is a private organization. Its fees are approximately $1200, whether billed
to the schools or to the parent. They are NOT providers to OHP or most
entitlement programs. Many insurance programs do not cover the services
delivered by this entity, and parents should expect to be asked about means of
payment up front. Their diagnoses are oriented towards clinical confirmation of
HFA/AS. They do NOT want their clinicians subpoenaed or otherwise expected to
act as as experts to Evaluation or IEP meetings, and the clinic has policies
which strongly discourage professional in the Mediation or Due Process
administrative law and Impartial Hearing procedures under IDEA 1997 and Section
504.
These are policies that a private organization can impose. The present intake
staff welcome inquiries, but it is important for parents to recognize that this
service strongly discourages the use of its evaluations as
"ammunition" in a battle of eligibility or re-evaluations with the
school districts.

None of these practitioners maintain private practices. The center has no SLP,
OT, or PT on its team. Waiting time as of the end of March, 1999 is six weeks.
The Children's Program accepts private applications by parents. Call Mindy for
that information. They also accept school referrals, paid for publicly. This
requires a letter from the school or school district. For such evaluations, all
billing goes directly to the school.
Their evaluation involves a three appointment process, all scheduled for
different days:
(1) Pediatrician and Psychologist
(2) Educational Assessment
(3) Parent-School, or Parent meeting
The evaluations and the last step are highly individualized. They are prepared
to make specific educational program recommendations to parents seeing them
privately, as well as to make those same recommendations in a
parent-school-clinic conference.
KAISER PERMANENTE DIAGNOSTIC AND MEDICAL CARE
As an HMO, Kaiser Permanente does not treat disabilities as such. It offers
medical diagnosis of a disability, and specific medical support as a full-range
pediatric medicine program. No specialized "therapy" is available for
autistic children or adults. The three physicians listed below hold a diagnostic
work-up conference once a week at the North Portland Interstate complex of
buildings. In the case of child or adult psychiatry, Kaiser Permanent policy
limits the practice of psychiatrists to medication prescription and medication
evaluation and maintenance.
